Rafael Ortiz

Operations Manager

Rafael arrived at Florin Group in mid 2014, as a proven professional with over 40 years of extensive administrative and managerial experience, acquired in the military and civilian sector.  He is very proficient in personnel management and training, research and development of operational procedures, team building, budget development and maintenance as well as procurement and logistics.  Rafael’s role at Florin Group will be that of Management Consultant, using his tremendous knowledge and background to develop and enhance operational procedures.

Prior to joining the Florin Group, he was the Administrator for the Criminal Division at the Circuit Court in Baltimore City, MD for 12 years.  There, he was involved in such things as case-flow management that reduced processing time, the equalization of the workload for 15 judges, and the conversion of manual reports to automated ones.  His commitment to improving the court’s operational procedures greatly assisted the judges to better manage their dockets and make sound decisions based on the automation and accuracy of the data provided.

As Howard Community College’s Computer Support Office Manager, he was involved in the development of the department from inception.  During Rafael’s five-year tenure, he initiated, reviewed and revised plans, policies and procedures for the director, allowing him to focus on other more important issues.  Rafael constantly interacted with senior academic officers, staff and faculty, who trusted and sought his opinions.  He was consulted on administrative, fiscal and logistical matters, while directly supervising a staff of 20.  Additionally, he taught Microsoft Office Courses (Word, Excel, Access and PowerPoint), while finding time to tutor students having difficulty.

During his military career of 27 years, he excelled in a myriad of roles, while assigned in different types of positions, worldwide.   He used his leadership skills successfully and ascended from a rank of private to Lieutenant Colonel, before retiring.  His performance and accomplishments during his career earned him numerous awards; such as the Legion of Merit, Bonze Star, Air Medal, Joint Services and Army Meritorious Medals, as well as the Joint Services and Army Commendation Medals.

Rafael holds an M. A. in Personnel Management from Webster University, an M. S. in Business Administration from the University of Northern Colorado, a B. S. in Commerce and Business from Niagara University and in Micro-computer Applications from Howard Community College.  He also graduated from the U.S. Army Command and General Staff College.  Additionally, he has two certificates entitled: Judicial Administration from Michigan State University and Microsoft Word and Excel – Level I.  All degrees were attained with highest honors.

Rafael enjoys doing home improvements, collecting, gardening, travelling, and helping the needy.
